I checked the answer in the back of the book and it gave the domain of the functions. So, I'm assuming that they mean the domain when they ask for the rule.
When they say the rule they want you to rewrite the composite of f and g as one expression. For example, f(x)=x^2 and g(x)=x+3. f(g(x))=f(x+3)=(x+3)^2.
